WASHINGTON, Nov. 13 -- President Biden issued the following memorandum on Nov. 12, 2021, to the secretaries of Energy, State and Treasury on the presidential determination pursuant to Sec. 1245(d)(4)(B) and (C) of the National Defense Authorization Act for fiscal 2012:
