WASHINGTON, Nov. 3 -- Sen. Shelley Moore Capito, R-West Virginia, ranking member of the Senate Environment and Public Works Committee, issued the following statement on Nov. 2, 2021, following the Environmental Protection Agency's announcement of a methane emissions proposal:
