Rep Ted Budd (R-NC) has sponsored H.R. 5065, the Red Light Act. The bill would withhold federal highway funds from any state that grants a driver's license or any form of identification to an illegal alien. The bill was introduced by Rep. Debbie Lesko (R-AZ).
