U.S. Rep. Harold "Hal" Rogers (KY-05) was sworn into office for his 21st consecutive term representing Kentucky's Fifth Congressional District. Forty years ago, Congressman Rogers was first sworn into office in 1981, as President Ronald Reagan also began his first term.
