WASHINGTON, Dec. 22 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following dissenting statement on Dec. 21 by Commissioner Richard Glick on Constellation Mystic Power (Docket Nos. ER18-1639-004, ER18-1639-005, ER18-1639-006):
