WASHINGTON, Nov. 20 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following dissenting statement on Nov. 19 by Commissioner Richard Glick regarding ISO New England (Docket No. ER18-619-001):
I dissent from today's order because I do not believe that ISO New England Inc.'s Competitive Auctions with Sponsored Policy Resources (CASPR) construct is a just and reasonable means of accommodating state public policies in its Forward Capaci . . .
