WASHINGTON, Nov. 17 -- Sen. Patrick J. Leahy, D-Vermont, issued the following statement on Nov. 16:
I remember the sense of hope I felt on September 26, 1994, when President Bill Clinton, in a speech at the United Nations, called for ridding the world of anti-personnel landmines.
