WASHINGTON, Oct. 8 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following statement by Commissioner Richard Glick on a decision (EL16-92-001, EL16-92-003) involving New York Independent System Operator:
"I dissent from today's order because it once again perverts buyer-side market power mitigation into a series of unnecessary and unreasoned obstacles to New York's efforts to shape the resource mix. Buyer-side market power mit . . .
