WASHINGTON, Oct. 1 -- The Congressional Research Service issued the following report (No. R45208) entitled "Daylight Saving Time" on Sept. 30. The report was co-authored by analyst in energy policy Corrie E. Clark and Senior Research Librarian Lynn J. Cunningham:

Daylight Saving Time (DST) is a period of the year between spring and fall when clocks in most parts of the United States are set one hour ahead of standard time. DST begins on the second Sunday in March and ends . . .
