WASHINGTON, Sept. 15 -- The House Government Operations Subcommittee on Oversight and Reform issued the following testimony by S. David Fineman, ex-board chairman of the U.S. Postal Service, in a hybrid hearing entitled "Postal Update" on Sept. 14:
