AUSTIN, Texas, Aug. 21 -- The Texas Democratic Party issued the following press document on Aug. 20:
Today, the Houston Chronicle reported that Abbott's system for measuring outbreaks of the coronavirus is flawed and unreliable.
Most importantly, the state's "positivity rate" -- the rate used to determine reopenings -- has been an ongoing miscalculation, throwing the entire system into doubt.
