Senate Appropriations Subcommittee Issues Testimony From U.S. Army

WASHINGTON, March 12 -- The Senate Appropriations subcommittee on Energy and Water Development issued the following joint testimony on March 11 by R.D. James, assistant secretary of the Army for Civil Works, and Todd T. Semonite, commanding general and chief of engineers of the U.S. Army Corps of Engineers, at a hearing to review fiscal 2021 budget request for the agency:
