WASHINGTON, Feb. 14 -- The Senate Armed Services Committee issued the following testimony on Feb. 13 by Admiral Charles A. Richard, commander of the U.S. Strategic Command at the U.S. Navy, at a hearing in review of the Defense authorization request for fiscal 2021:
