WASHINGTON, Feb. 13 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening remarks on Feb. 12 at the markup of a resolution recognizing the importance of the Civil Rights Act of 1866 and the laws derived therefrom (H.Res. 694):
