WASHINGTON, Feb. 6 -- The House Financial Services Committee issued the following testimony on Feb. 5 by Monique Limon, chair of Banking and Finance Committee at the California State Assembly, at a hearing entitled "Rent-A-Bank Schemes and New Debt Traps: Assessing Efforts to Evade State Consumer Protections and Interest Rate Caps":
