WASHINGTON, Jan. 28 -- The Democratic Senatorial Campaign Committee issued the following joint statement by Executive Director Scott Fairchild and Democratic National Committee Chair Tom Perez saying that the 9th Circuit ruled that Arizona Republicans' violated the Voting Rights Act (H.B. 2023):
