WASHINGTON, Dec. 4 -- The House Natural Resources subcommittee for Indigenous Peoples of the U.S. issued the following testimony by Richard Sneed, principal chief of the Eastern Band of Cherokee Indians, at a hearing on the Lumbee Recognition Act (H.R. 1964):
