WASHINGTON, Dec. 4 -- Sen. Debbie Stabenow, D-Michigan, ranking Democratic member of the Senate Agriculture, Nutrition and Forestry Committee, issued the following statement on the Agriculture Department's rule that would make changes to the Supplemental Nutrition Assistance Program:
