WASHINGTON, Nov. 22 -- Rep. Chris Pappas, D-New Hampshire, co-chair of the Equality Caucus, issued the following statement after the Health and Human Services Department published its rule allowing taxpayer-funded foster care and adoption agencies to discriminate on the basis of sexual orientation, gender identity and marital status:
