WASHINGTON, Nov. 20 -- Sen. Robert Menendez, D-New Jersey, ranking member of the Senate Foreign Relations Committee, issued the following opening remarks and questioned Stephen E. Biegun at a committee hearing examining his nomination to be Deputy Secretary of State:
