WASHINGTON, Nov. 13 -- The Senate Environment and Public Works issued the following testimony by Peter B. Lyons, ex-Nuclear Regulatory Commission's commissioner, at a hearing entitled "Preserving and Expanding Clean, Reliable Nuclear Power: U.S. Commercial Nuclear Reactor Performance Trends and Safety Initiatives":
