WASHINGTON, Nov. 13 -- Rep. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, issued the following opening remarks at the Subcommittee on Health markup of tobacco, maternal health and citizen petition legislation:
