A key piece of Donald Trump's cover story on Ukraine -- that he released the hold on military aid to the country after a phone call with Sen. Rob Portman on the evening of Sept. 11 -- is falling apart as Bloomberg reports that "notice to Congress that the [aid] was being released was sent early on Sept. 11."
