WASHINGTON, Nov. 10 -- Rep. Albio Sires, D-New Jersey, chairman of the House Foreign Affairs Committee's subcommittee on the Western Hemisphere, Civilian Security and Trade, issued the following statement calling for free and fair elections following the resignation announcement of Bolivia's President Evo Morales:
