WASHINGTON, Nov. 1 -- Sen. Deb Fischer, R-Nebraska, chair of the Senate Armed Services subcommittee on Strategic Forces, issued the following statement on the confirmation of Vice Adm. Charles Richard to be Commander of the U.S. Strategic Command:
