WASHINGTON, Oct. 29 -- The House Natural Resources subcommittee on National Parks, Forests and Public Land issued the following testimony by Brownsville Mayor Juan 'Trey' Mendez at a hearing on legislation (H.R. 4139) to provide for the boundary of the Palo Alto Battlefield National Historic Park to be adjusted, to authorize the donation of land to the U.S. for addition to that historic park:
