BATON ROUGE, Louisiana, Sept. 11 -- Gov. John Bel Edwards, D-Louisiana, issued the following statement on the news that Moody's Investment Services has announced it is considering Louisiana's Master Plan for Higher Education, if accomplished, a sign of greater economic competitiveness and a positive credit for the state going forward:
