WASHINGTON, Sept. 9 -- Reps. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, and Paul D. Tonko, D-New York, chairman of the Subcommittee on Environment and Climate Change, issued the following joint statement on House passage of the Diesel Emissions Reduction Act (H.R. 1768):
