RICHMOND, Virginia, Aug. 27 -- The Virginia Republican Party issued the following news:
The Republican Party of Virginia honored Kay Coles James with a life time achievement award and created an annual award in her honor. James grew up in a poverty stricken section of the City of Richmond and went on to Hampton University. Some of the highlights of her public sector service include: serving on the Fairfax County School Board, her appointment as Governor George Allen's Secretary . . .
