WASHINGTON, Aug. 15 -- Rep. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, issued the following statement on the Food and Drug Administration's proposed rule to require health warnings with color images for cigarette packages and advertisements:
