Fred Upton, R-St. Joseph, today voted for and the House passed bipartisan legislation - H.R. 3375, the Stopping Bad Robocalls Act - that will direct the Federal Communications Commission (FCC) to issue rules to protect consumers from calls they didn't agree to receive and require carriers to implement a call-authentication tool and offer call blocking services to consumers free of charge . . .
