HOUSTON, Texas, July 22 -- The House Science, Space and Technology subcommittee on Environment issued the following testimony by Jim Blackburn, co-director of the Severe Storm Prediction, Education and Evacuation from Disaster Center at Rice University, at a field hearing entitled "Weathering the Storm: Improving Hurricane Resiliency through Research":
