WASHINGTON, June 27 -- Rep. Henry Cuellar, D-Texas, vice chair of the House Appropriations subcommittee on Homeland Security, issued the following statement after the House passed the emergency supplemental appropriations bill to provide humanitarian assistance for children and families at the border:
