WASHINGTON, June 25 -- Sen. Patrick J. Leahy, D-Vermont, issued the following statement with Sens. Bob Menendez, D-New Jersey, Lindsey Graham, R-South Carolina, Rand Paul, R-Kentucky, and Chris Murphy, D-Connecticut, after the Senate Foreign Relations Committee approved their bipartisan legislation, the Saudi Arabia False Emergencies Act, limiting the ability of the President to skip Congressional approval of proposed arms sales by invoking an emergency:
