After voting against the landmark Violence Against Women Act (VAWA) in a previous Congress, Republican Congressmen John Carter (TX-31), John Culberson (TX-07) and Pete Sessions (TX-32) have been noticeably absent in the bipartisan effort to reauthorize VAWA this year.
