WASHINGTON, Sept. 24 -- The office of Sen. Pat Toomey, R-Pennsylvania, issued the following news release:
In an effort to cut spending and stop gimmickry in the federal budget process, a group of Senate Republicans, including Senator Pat Toomey (R-Pa.), introduced legislation last spring that would have rescinded unspent money from certain programs and prevented these taxpayer dollars from being shifted to programs they were not authorized for through a subversive budgetary maneuver . . .
