RICHMOND, Virginia, Sept. 5 -- The Virginia Democratic Party issued the following statement by Communications Director Jake Rubenstein in response to a Circuit Court ruling that found 'out and out fraud' in the Scott Taylor Petition Forgery episode and that disallowed third party candidate Taylor and his team from being on the Virginia 2nd congressional district ballot:
