WASHINGTON, Aug. 21 -- The U.S. Chamber of Commerce issued the following statement by Karen Harbert, president and CEO of the Global Energy Institute, regarding the Environmental Protection Agency's proposed Affordable Clean Energy Rule on electric power plants which replaces the Clean Power Plan:
