WASHINGTON, Aug. 3 -- Rep. Bobby Scott, D-Virginia, ranking Democratic member of the House Education and the Workforce Committee, issued the following statement on a report released by the Bureau of Labor Statistics that the economy added 157,000 jobs in July while the unemployment rate dropped at 3.9 percent:
