WASHINGTON, May 17 -- The Senate Appropriations subcommittee on Labor, Health and Human Services, Education, and Related Agencies issued the following statement by Chairman Roy Blunt, R-Missouri, at a hearing to review the fiscal 2019 budget request for the National Institutes of Health:
