WASHINGTON, May 15 -- The Senate Appropriations subcommittee on Defense issued the following testimony by Secretary of the Army Mark T. Esper and Gen. Mark A. Milley, chief of staff of the Army, at a hearing to review the fiscal 2019 budget request for the Army:
