WASHINGTON, April 18 -- The House Foreign Affairs subcommittee on the Middle East and North Africa issued the following testimony by Frederic Wehrey, senior fellow in the Middle East Program at the Carnegie Endowment for International Peace, at a hearing entitled "Libya Fractured: The Struggle for Unity":
