WASHINGTON, April 18 -- Sen. Patty Murray, D-Washington, ranking Democratic member of the Senate Health, Education, Labor and Pensions Committee, issued the following floor speech urging her colleagues to vote against the nomination of Carlos Muniz, Education Secretary Betsy DeVos' nominee for the General Counsel position at the Department of Education:
