WASHINGTON, April 17 -- The Senate Appropriations subcommittee on Defense issued the following testimony by Lt. Gen. Rex C. McMillian, commander of the Marine Forces Reserve, at a hearing to review the fiscal 2019 budget request for the National Guard and Reserve Components:
