WASHINGTON, March 9 -- Rep. Bobby Scott, D-Virginia, ranking Democratic member of the House Education and the Workforce Committee, issued the following statement after the Department of Education published a 'notice of interpretation' of state's rights to protect federal student loan borrowers:
