NORWICH, Connecticut, March 6 -- Rep. Joe Courtney, D-Connecticut, issued the following testimony he submitted to the Public Safety and Security Committee of the Connecticut General Assembly for a hearing on a bill (H.B. 5304), an act concerning the firearm training needs of the Department of Emergency Services and Public Protection:
