WASHINGTON, Feb. 28 -- Sen. Rob Portman, R-Ohio, issued the following statement, which was published in the Congressional Record on Feb. 27, on legislation (S. 2456) to reauthorize and expand the Comprehensive Addiction and Recovery Act:
