WASHINGTON, Feb. 27 -- The House Foreign Affairs subcommittee on Terrorism, Nonproliferation and Trade issued the following testimony by Jamille Bigio, senior fellow in the women and foreign policy at the Council on Foreign Relations, at a hearing entitled "Women's Role in Countering Terrorism":
