WASHINGTON, Jan. 24 -- The Senate Armed Services subcommittee on Personnel issued the following testimony by Vice Admiral Robert P. Burke, deputy chief of naval operations of the U.S. Navy, at a hearing to examine officer personnel management and the Defense Officer Personnel Management Act of 1980:
