WASHINGTON, Jan. 18 -- The office of Sen. Lamar Alexander, R-Tennessee, chairman of the Senate Health, Education, Labor and Pensions Committee, issued the following opening statement on federal student aid system:
"Our nation's first higher education institution was Harvard University, founded in 1636 - just 16 years after the Mayflower arrived in Plymouth.
"There was, of course, no federal role in higher education at that time - there was no federal gove . . .
